By assisting with rent and utilities, as well as other rent-related costs, this program is designed to prevent homelessness and create housing stability.

Program Overview

The City of Stockton Emergency Rental Assistance Program is intended to provide housing stability for families and individuals facing economic hardship during the COVID-19 pandemic.

Assistance Provided

• Households with unpaid rent from April 1, 2020, to September 30, 2021, helping to stabilize households and prevent evictions.
  • Eligible households may also receive funding for unpaid utilities for the same period, including electricity, gas, water, sewer, internet, and garbage.
  • All payments for housing expenses must be supported by documents such as a bill or invoice.
  • Funds will generally be paid directly to the landlord and/or utility providers.

Additional Assistance – Now Available
 

• Tenants may also be eligible for other housing expenses including relocation costs, such as rent security deposits, and rental fees, which may include application or screening fees.

The City of Stockton began accepting applications on March 15, 2021.

• Applications for both renters and landlords must be submitted, with all required documentation.

Eligibility Prioritization
 
As required by Federal and State legislation, assistance will be prioritized for eligible households that include:

• Households that are being evicted or at risk of being evicted
• Households with income at or below 50% of area median income (AMI) will be prioritized for assistance, before households with income at or below 80%;
• An individual who has been unemployed for 90 days before applying;
• Past due rental assistance from April 1, 2020, through September 30, 2021; and
• Past-due utility payments.

Eligible Applicants
 
An application for rental assistance may be submitted by either an eligible household or by a landlord on behalf of an eligible household. Landlords and eligible households are encouraged to work together during the application process to maximize the amount of assistance received.

Landlord and Renter Participation
ERAP 1
If a landlord agrees to participate in the process, funding may be awarded for 100% of the eligible household’s unpaid rental debt for up to 15 months, from April 1, 2020, to June 30, 2021.

• Eligible households may receive up to 12 months of rental arrears assistance, plus an additional three months, if needed, to ensure housing stability, and if Program funding is available.

Households may be eligible to receive up to 100% in utility assistance and housing expenses for the same period.
 
ERAP 2
 
In addition to ERAP1, funding may be awarded for 100% of the eligible household’s unpaid rental debt for up to 18 months, from April 1, 2020, to September 30, 2021.

Renter Only Participation
 
If a landlord chooses not to participate, funding is still available at 100% of the eligible household’s unpaid rental debt accumulated from April 1, 2020, to June 30, 2021.

• Eligible households may only receive future rent, if past rent is not owed, or if funding is requested to reduce past rent.
• Eligible households are limited to three months of future rent at a time, but renters may reapply for additional assistance at the end of the three months if needed.
• Eligible households may receive up to 12 months of assistance, plus an additional three months, if needed, to ensure housing stability, with a max of 18 months through ERAP1&2 until Program funding is exhausted.
• Households may be eligible to receive up to 100% in housing expenses and utility assistance for the same period.

Eviction Protection
State of California 
 
The best protection against eviction is to know your rights:

The State of California eviction moratorium ends September 30, 2021; however, rent relief is still available. State law prevents landlords from seeking eviction of tenants who are eligible for the rent relief program without first completing a rental assistance application with the program.

• Eligible tenants who complete an application with the program may be protected from eviction for non-payment of rent.

City of Stockton
 
If the address of your residential rental property is within the city limits of Stockton, a City Ordinance offers additional eviction protection through a moratorium that is in effect until 90-days after the State of California COVID-19 Emergency Declaration is lifted.

Rent Relief Eligibility Criteria
 
To be eligible, renters must:

• Provide documentation of residing in a rental property, which must be located within the city limits of Stockton, during the period for which funding is requested.
• Have income that does not exceed 80% of area median income (AMI) based on family size. Priority will be provided to households below 50% of area median income (AMI). See chart below:

• One or more tenants qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19.
• Demonstrate a risk of experiencing homelessness or housing instability.
• Provide documentation that verifies loss of income due to COVID-19.

Required Documents for Applications
 
Examples of required documents for both renters and landlords are provided below.

Renters
 

• Valid identification for all applicants.
• Basic applicant information for all household members.
• Current rental agreement.
• Utility statement(s) reflecting unpaid utility bill(s).
• Authorization to apply for funding on behalf of the eligible household if a representative is completing the application.
  • Tenant Representative Authorization Form
• Documentation of household income:
  • Include the most recent two months of paystubs before application or 1040/W-22 for 2021.

• Verification of loss of income (one of the following):
  • Termination Notice,
  • Unemployment Award Letter,
  • Pay Stubs reflecting reduced salary,
  • Bank Statements, or
  • Other similar documentation.

Landlords
 

• Proof of Ownership: Property Deed(s), Mortgage Note(s), Property Tax Statement;
• Property Management Agreement (if applicable);
• Documentation showing the amount of rental arrears for the period of April 1, 2020, through June 30, 2021;
• Copy of Property Insurance Statement; and
• Lease or rental agreement reflecting tenant’s name, residence address, and monthly rent due.
