In response to the financial strain of difficult economic times on Mesa residents, the American Rescue Plan Act of 2021 financed the Emergency Rental and Utility Assistance Program (ERAP). To avoid eviction and homelessness, the project provides financial aid to households for rent and utility assistance.

Information from the Program

Eviction assistance is available to Mesa residents.

Who can apply:

  1. A resident of Mesa City (cannot assist if you live on a County Island in Mesa)
  2. COVID had an impact on the company’s finances (loss of job, reduced hours, medical expenses, etc.)
  3. The median household monthly gross income is displayed in the table below:

The American Rescue Plan Act of 2021 requires that households whose financial stability has been negatively damaged by COVID and whose family income falls into one of the following categories be given priority treatment when applying for assistance with their rent or utilities.

  • Adults in the home have been jobless for 90 days or more as a result of COVID-19.
  • Area Median Income does not exceed 50% of total household income.

The first things that will be done are going to be with these applications. You will be notified no later than thirty days after we have received your application and all supporting documents. Your application may be held up if you submit it more than once.

With the completed application, you will need to send the following:

  • Photographic Identification of the Applicant
  • Documentation demonstrating that every member of the household has a source of income (last 60 days)
    • Both current and prior pay stubs
    • The self-employment income is reported in the general ledger.
    • Current letter regarding Social Security or disability benefits
    • Retirement/Pension Income Statement
    • Unemployment – a copy of the benefit letter and a payment history
    • History of Duplicate Child Support and Maintenance
    • DES Financial Assistance Letter
    • Other (home daycare, support from family/friends) – statement from the provider
  • Lease Contract Currently in Force (all pages)
  • Addendum for any month-to-month leases that are coming to an end because they are terminating
  • A copy of your most recent utility bill (from Mesa City Utilities, SRP, Southwest Gas, and/or Internet Service, for example).


  • If you can’t send the required documents with your application, you can email us at or send us a fax at 480-644-5559.
  • The rent must be taken care of by the landlord.
  • Help depends on how much money is available.

MesaCAN (635 E Broadway Rd, Mesa, AZ 85204) is open Monday through Friday from 8:00 a.m. to 4:30 p.m. if you need assistance with either the paper or online applications.

On behalf of the tenant, a landlord applies.

The advice for the 2021 Rental and Utility Assistance Program in Mesa, AZ, from the US Treasury, allows landlords and property owners to help renters apply for assistance. If a landlord applies for rental assistance on behalf of a tenant, the tenant must sign a “Consent Form,” the landlord must fill out the application with the tenant’s and household’s information, and the landlord must supply the appropriate evidence for eligibility (see list above).
