Get financial help to pay rent if COVID-19 has hurt your finances and you owe back rent. Grants equal to the amount of your rental arrears (up to a maximum of 15 months since April 1, 2020) are available.

Renters who have already been approved for any amount up to $5,500 in emergency rental assistance may be considered for additional assistance (up to the amount they owe in rental arrears with a maximum of 15 months of assistance) after re-certifying their eligibility with The Salvation Army, Catholic Charities, Latino Health Access or Families Forward.

Who is eligible to apply

  • Low-income City of Santa Ana renters who have been impacted by COVID-19
  • The renter must be a resident of the City of Santa Ana with a current lease or sublease agreement with an address in the City.
  • One or more individuals within the household have:
    1. Qualified for unemployment benefits or
    2. Experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to the COVID–19 outbreak, to which the applicant shall attest in writing.
  • The family must be able to demonstrate a risk of experiencing homelessness or housing instability.
  • The household must have rental arrears/past-due rent owed since April 1, 2020.

April 30, 2021, was the last day to initiate an application for the Rent Help Placer program. If you started the Rent Help Placer process before May 1, 2021, and have been pre-qualified, you can still gather and submit your paperwork to participate in the program.

Starting May 1, 2021, residents who need assistance and are not already participating in Rent Help Placer can check their qualifications and apply for rent and utility help through the CA COVID-19 Rent Relief program.

OVERVIEW
Gloucester County received funding from the United States Department of Treasury to assist landlords and tenants with rental relief under the Emergency Rental and Utility Assistance Program (ERAP). The County will begin this program to assist low- and moderate-income renter households in Gloucester County that have been impacted by the COVID-19 outbreak with unpaid rent and/or utility bills. The funds are used to pay rent and utility arrears and provide temporary rental assistance to Gloucester County households that have experienced a significant reduction in income, have qualified for unemployment benefits, have incurred significant costs, or have encountered financial hardship as a result of the COVID-19 pandemic, either directly or indirectly.

A household qualifying for help may receive up to twelve (12) months of support (plus an extra three (3) months if necessary to ensure the household’s home stability, subject to funding availability).

Priority will be given to households whose income does not exceed 50% of the local median income for the household, or to households where one or more members of the household are jobless as of the date of the application for assistance and have been unemployed for the preceding 90 days.

A brief Landlord Application must be completed and submitted through the secure online application portal for the landlord or property manager to be reimbursed for rent payments. Following the submission of the Landlord Application, an email invitation to participate in the rental assistance program will be sent to all of the tenants listed on the application. Through the application portal, landlords can also keep track of the status of their tenants’ rental applications.

The application for Emergency Rental Assistance is a two-part process that includes both a tenant application and a landlord application. The landlord application must be completed online through a secure application portal for you (the landlord) to receive your rent payments. The entire process should not take more than 30 minutes of your time.

Using a landlord application, you can keep the information you provide confidential and separate from the information you provide to a tenant application portal. With this information, you can ensure that payments are made to the correct individual or organization.

Owners of rental properties must complete a brief landlord application and submit the following documentation:

4. My tenant was impacted by the pandemic last year and owes back rent, but he has moved out of the apartment. Is it necessary for my tenant to be currently residing at my property to qualify for rental assistance?

Yes. A current rental agreement, signed by the applicant and the landlord or sublessor, that identifies the unit in which the applicant currently resides and establishes the amount of the rental payment is required as part of the rental assistance application if one is currently available.

5. Will I be liable for paying taxes on the rental assistance payments I receive on my tenant’s behalf as a landlord?

Yes, emergency rental assistance payments, whether made by the tenant or by the Emergency Rental Assistance Program on your tenant’s behalf, are includible in the landlord’s gross income, regardless of how they were received.

The McLennan County Emergency Rental Assistance Program (MCERA) aids families in crisis with rent payments directly or indirectly impacted by a loss of income, significant costs, or other financial problems.

The MCERA project will provide up to 12 months of rental assistance to help families avoid eviction. Aid comprises rental and utility assistance for families who qualify and meet the income requirements of the US Department of the Treasury.

Qualified households receive financial assistance for various reasons, including rent and rental arrears, utilities and home energy bills, and utility and home energy cost arrears.

Payment in full of arrears is possible and limited to a maximum of 12 months to the landlord and utility companies as of March 13, 2020. (excluding telephone, cable, and internet).

Payments to landlords or utility companies are limited to three months and may not exceed twelve months (excluding telephone, cable, and internet). Every three months, you must reapply for more assistance. Utility assistance includes assistance with power, gas, water, and sewer.

Applications for financial assistance and housing stability services from eligible households will be reviewed and prioritized if the applicant fits the following criteria:

  • The household’s income does not exceed 50% of the region’s typical household income.
    At least one family member is unemployed as of the date of the application and has been so for the previous 90 days.
  • Because of a public health order made by the City, County, or State in response to the COVID-19 public health emergency, the employer’s location is closed, and the applicant cannot report to work.
  • Following the preceding priority cases, applications from tenants who have been sued for eviction are examined first, followed by applications from renters who have received utility disconnection notices. Priority is being given to these petitions to speed processing and increase the likelihood that evictions and utility disconnections will be diverted.
  • The McLennan County Emergency Rental Assistance Program will examine and handle all remaining applications after processing all priority applications. All non-priority applications will be assessed and handled on a first-come, first-served basis until all monies are committed.
